Why not try both? If cost is not an issue, that would be my choice. Personally, I prefer my Qshave Mercur Futur style safety razor. My son is 7, and he understands that razor blades should be respected. The razor is easy to load, easy to pop out on a cloth to dry, and easy to dispose of in a plastic container that the blades come in...
I'll teach my son to shave with the Qshave, then maybe invest $10 to buy him one along with his own synthetic brush and soap if he doesn't want to share and throw him a few packs out of my blades to keep him going for a month or two. Good habits last a lifetime, and at 14, he shouldn't need the extra convenience of an expensive electric razor. I'd never recommend going cheap over a good razor.
